The .CC domain extension was introduced in 1997 with the purpose to serve as a country code Top Level Domain name for Cocos Islands, an Australian territory (despite the fact that the ccTLD for Australia is .AU). The ccTLD quickly became popular in the IT market and is currently used for a wide spectrum of applications.
The latter, combined with the fact that there are no registration requirements led to the promotion of the ccTLD by its administrator company eNIC as "the next .COM" domain. .CC domain names are a reasonable alternative to .COM domain names, especially if the .COM domain which you want to use has already been registered.
